The Fisherman's Armor is a set from the Spring Cleanup Collection in Ultima Online. When all 4 pieces are worn it increases the strength of your fish bait by 50%.
The stats for all 4 pieces of armor are below. Hat, Gloves, Chest and legs for human/elf characters. Chest, Kilt, Legs, and earrings for gargoyles. All 4 pieces are unimbued and can have their total intensity increased for 450% for a total of 1800%. One piece will have to have mage armor added to make the suit medable.
